The important Arab states have all agreed to a regional peace conference on the Middle East. Israel has more than a few reservations about attending the conference, but Prime Minister Yitzak Shamir has lately sounded as though it would.
"It's very possible that talks could be held in the framework of peace negotiations between us and the Arab world," Prime Minister Shamir said. That sounds promising.
Still, the prime minister reportedly worries that the U.S. and Damascus have already struck some kind of deal. But even if that were true, it shouldn't be an obstacle to a peace conference. Any kind of agreement would essentially be useless unless Israel herself …
